Welcome! As we embark on a new year together, I am optimistic about the work we are doing on growth, equity and running a great city. These three goals are what I focus my time on each and every day. My 2015 budget included investments in a number of initiatives related to equity, public safety, infrastructure, economic development, and sustainability, to name a few. Those investments will allow us to move forward with that work this year.

I'm excited that 2015 is expected to bring the roll-out of city-wide curbside organics recycling; the launch of the local Action Plan for President Obama's My Brother's Keeper initiative focused on young men and boys of color; the beginning of the redevelopment of the Upper Harbor Terminal; construction on the new Nicollet Mall project; and the development of a new network of protected bike lanes.

We will also begin new work to analyze whether our core City services are delivered equitably throughout the City. In December 2014, Bloomberg Philanthropies announced Minneapolis was one of 12 U.S. cities to receive an Innovation Team Grant of up to $2.7 million. Whether it's towing cars in a snow emergency or cleaning up graffiti, this opportunity will allow us to audit a range of City services to determine whether they are currently delivered equitably, and in cases where there is inequitable service delivery or outcomes, work collaboratively with departments to identify and implement strategies to address the disparity.

While I'm proud of these new efforts, we also continue other important work. We are in the midst of a body camera pilot program for Minneapolis police officers. The pilot began last fall and we hope to begin full implementation later this year. The Cradle to K Cabinet continues work on its plan to address disparities for our youngest residents. We will begin developing a Zero-Waste Plan, which will move us toward a more sustainable future. And leaders across City Hall continue to steep themselves in the goals of equity, examining how we do business internally, as well as how our policies affect the community.

Together, we are moving toward a city that is more equitable, where all people can contribute to and share in the success and growth of our city. City Council

The City Council is the legislative body of the City of Minneapolis. The following sections describe some of its primary responsibilities. To learn more about these duties, click on the corresponding links for additional details.

Legislative Authority :
Through its policy-making powers, the Council governs the community and oversees the delivery of a wide range of municipal services and programs that directly impact the quality of life for residents.

Election & Organizational Issues :
Council Members are elected to concurrent, four-year terms in nonpartisan elections that are conducted in odd-numbered years. The Council elects its officers and establishes its standing committee system to conduct business.

Financial Management :
The Council is the final authority on management of city funds, and the budget is the centerpiece of its local policymaking authority.

Land Use, Development & Zoning :
The Council encourages growth and orderly development through its land use and zoning authority, ensuring a balance among residential, commercial, and public spaces and places.

Executive Oversight :
The Council provides policy direction to City departments and divisions and monitors the execution and implementation of its policies through its standing committee system.

Constituent Representation :
Individually and collectively, Council Members provide a wide range of constituent services and represent the City of Minneapolis at local, regional, state, and national levels.
